Recognition of guide‘s professional qualification from the third countries

Third countries citizens (i.e. any State other than the EU Member States, European Economic Area States, Swiss Confederation) have the right to apply to the National Consumer Rights Protection Authority (hereinafter – SCRPA) to be recognized as a qualified guide which qualification have been acquired in another third country.

Recognition of the guide professional qualification allows him to work as the guide in the Republic of Lithuania.

 

The applicant or his / her representative must submit an application to the SCRPA. The application shall be accompanied by the following documents (or a certified copy):

1) ID or a document proving nationality;

2) an evidence of formal guide qualification and annexes (if possible), with subjects learned and hours studied (if there are any);

3) a document (s) attesting the qualification of a guide (if there are any);

4) document (s) attesting the working experience and duration of a guide (if there are any);

5) other supporting documents certifying the professional qualifications of the guide (if there are any);

6) documents confirming the change of the surname (name) (if there are any);

7) the certificate of academic recognition of higher education qualifications acquired abroad and / or qualification assessment issued by the Centre for Quality Assessment in Higher Education

8) power of Attorney, if the application is filled by an authorized person;

9) documents attesting to the passing of an aptitude test or a working adaptation period (where one of these compensatory measures has been imposed).

 

The application shall be accompanied by a translation into Lithuanian of the documents referred to in points 2 to 6 and 8 to 9. The translation must be certified by the signature of the translator who translated the documents and / or stamped by the translation agency.

The documents submitted by the applicant regarding the recognition of the qualification of a guide shall be evaluated by the Commission for the Recognition of the Professional Qualifications of a Guide (hereinafter - Commission).

 

The Commission shall acknowledge receipt of the application in writing or by electronic means and, where appropriate, notify the applicant or his / her authorized representative of the missing documents within 5 working days of the date of receipt of the application.

 

The SCRPA may, after receiving the Commission's opinion, take the following decisions:

1) recognize the applicant's professional qualifications;

2) refuse to recognize the applicant's professional qualifications;

3) to offer the applicant the choice of a compensatory measure, either an professional aptitude test or a period of professional adaptation.

 

The final reasoned decision on the recognition of the professional qualifications of a guide shall be taken as soon as possible, but not later than within 3 months of receipt of all relevant documents.

 

The recognition service is for free.

 

Upon recognition of the applicant's professional qualifications, the applicant shall be issued with a guide certificate. The issuance of a guide certificate is subject to a state fee of €18.

The decision on the applicant's recognition or lack of professional qualifications, the granting of a compensatory measure or the rejection of the application may be appealed under the procedure and within the time limits established by the Law on the Recognition of regulated professional qualifications of the Republic of Lithuania and the Law on Administrative Proceedings of the Republic of Lithuania.

 

The procedure for the recognition of the professional qualification of a guide is carried out in accordance with the provisions of the Law on the Recognition of Professional Qualifications Regulated in the Republic of Lithuania and Description of the Procedure for the Recognition of the professional qualification of a guides of third countries approved by Order No. V-54 of the Director of State Department of Tourism under the Ministry of Economy of the Republic of Lithuania on March 19, 2012.
